Certificates of export
Anyone can apply for a certificate, however, written approval from the registrant or approval/licence holder is needed if commercial-in-confidence information is required on the certificate.
Please note: It is the applicant's responsibility to confirm certificate requirements of the receiving country. The APVMA does not provide advice on the documentation requirements of other countries.

Apply for a Certificate
All requests for certificates will only be accepted in writing or through online requests. Facsimiles are not acceptable due to the need for payment to accompany the request.

Types of Certificates
There are several standard and specific certificates that the APVMA can provided. The standard certificates are based on commonly requested, and accepted, certificate formats although applicants are not restricted to these.
Please note: The APVMA must be able to verify all information placed on a certificate. It is the applicant's responsibility to supply all information requested by the APVMA.
Certificate of Export
This certificate contains information about a registered agricultural or veterinary chemical product.
Certificate of Export (Active Constituent)
This certificate contains information about an approved active constituent.
Certificate of Export (Exempt Product)
This certificate contains information about an agricultural or veterinary chemical product that does not require registration in Australia. The APVMA will have to assess a product for exempt status before a certificate can be issued. Please contact the APVMA for information on how to apply for an assessment of a product for the exempt status.
Certificate of Export (Unregistered Product)
This certificate contains information about an agricultural or veterinary chemical product that is not registered, but if sold in Australia would require registration. Before applying for a certificate of this type, a permit must be obtained for the product. See Category 19 of Ag MORAG or Category 19 of Vet MORAG for more information about obtaining a permit.
Certificate of Export and Manufacture (Approved GMP)
This certificate contains information about a registered veterinary chemical product and the manufacturing licence and Good Manufacturing Practice (GMP) compliance status of the site of manufacture of the product.
Certificate of Free Sale
This certificate contains information about a registered agricultural or veterinary chemical product where the product is sold within Australia. The APVMA may require evidence of sales of the product. Note this certificate is not issued for schedule S4 veterinary products.
Certificate of Manufacture
This certificate contains information about the manufacturing site of agricultural chemical products.
Certificate of Manufacture (Approved GMP)
This certificate contains information about the manufacturing licence and Good Manufacturing Practice (GMP) compliance status of a veterinary chemical product manufacturing site.
Specialised certificates
The APVMA can also generate specialised certificates. The APVMA must be able to verify all the information for the certificate. It is important to confirm with the receiving country as to their specific requirements to be included on these types of certificates.
Information Required for a Certificate
Some or all of the following information may be required to process a certificate. To expedite the processing of a certificate request, the APVMA suggests supplying, at the minimum, the following information:
- Product name
- Registration number of the product (if applicable)
- Registrant's name and address details (if applicable)
- Name and manufacturing site address of the company the product is formulated by
- APVMA manufacturers licence number (if applicable)
- Label active/s in the product (or the full formulation if this is required)
- Number of certificates required
- Whether Department of Foreign Affairs and Trade (DFAT) verification is required
- Applicable fee
- Additional information is required for an unregistered or exempt product, please seek further advice before sending in a request.
The APVMA will undertake an evaluation of certain aspects of the application for a Certificate of Export for an unregistered or exempt product or if additional/non-standard wording is required on a certificate.
If there are any differences between the information supplied by the applicant and the information held by the APVMA, the APVMA will inform the applicant and negotiate what type of Certificate of Export can be provided based on the information held. The applicant may be required to supply further information before the APVMA will issue a certificate.
Occasionally, where the form of words sought on the certificate differ to the APVMA's Register of Chemical Products, it will be necessary to amend the information of a product before generating the certificate. In this case, an application (supported by the appropriate data, if necessary) for variation of registration will be required. This application will have to be granted and the variation to registration made before the required certificate can be issued.
