Manufacturers’ Licensing Scheme - Industry Liaison Committee

The Manufacturers’ Licensing Scheme Industry Liaison Committee (MLS-ILC) is a key consultative forum between the APVMA and peak chemical industry organisations representing manufacturers of veterinary chemical products.

Purpose

The Manufacturers’ Licensing Scheme – Industry Liaison Committee was established by the APVMA to:

  • improve the functioning of the Manufacturers’ Licensing Scheme (MLS) and the Overseas GMP Scheme for both industry and the APVMA by considering specific operational issues;
  • provide a forum for consultation and discussion with representatives of veterinary chemical manufacturers and auditors to progress technical, administrative and other issues relevant to the operation of the MLS and the Overseas GMP Scheme;
  • enhance co-operation in the management of the MLS and the Overseas GMP Scheme and related activities including auditing and training.

Objectives

The objectives of the committee are to promote active engagement of key stakeholders by:

  • Obtaining the views of industry members and auditors on issues of an operational, technical or strategic nature, related to Good Manufacturing Practice (GMP) and/or the manufacture of veterinary chemical products;
  • Progressing the development and review of operating procedures, manufacturing standards and guidelines relevant to the MLS and the Overseas GMP Scheme.
  • Providing industry input into APVMA operational planning processes related to manufacturing issues;
  • Identifying opportunities for regulatory reform within the existing framework;
  • Considering the impact of proposed policy changes on APVMA operations and implications for industry; and
  • Facilitating communication with industry and other stakeholders.

Membership

The MLS-ILC is composed of an APVMA chair person and two members from GMP Section involved in managing the MLS and the Overseas GMP Scheme, a representative from the APVMA–Authorised Auditors and up to two representatives from each of the following industry bodies:

  • Animal Health Alliance (AHA)
  • Veterinary Manufacturers and Distributors Association (VMDA)

The Chair person may invite other members of the APVMA as well as individual manufacturers to attend on an ad hoc basis when specialist input is required or to provide assistance with recording the minutes.

Members of the MLS-ILC may nominate backups for when they are unable to attend.

Meetings

The MLS-ILC normally meets four times each year, depending on circumstances and current issues.
